That is a tough question. I would him high marks for keeping the union together but he gets some blame for the way he did it. IMO I would put him in the top 10.
Every Libertarian I know says he's the worst ever. I'd probably have him in the top 20. This is like picking steak bits out of a simmering cauldron of dogshit though.

I never said he was Perfect. However, he made probably one of the toughest decisions ANY POTUS has ever had to make, made it right, and then proceeded to explain to the world what a POTUS should be in his final speech. That decision..... The decision NOT TO allow the people of the United States to make him a King or a permanent President. For that act alone, George Washington has to be one of the Top 2 Presidents of the United States in history.
