Mulvaney claimed it was quid pro quo in public, and murder, attempted murder, aiding and abetting murder, manslaughter--and illegal withholding Congressional appropriated aid rises to the level of a high crime. . .and even more than a misdemeanor.

The White House lawyers claim that White House never even contemplated any such thing, and that Ukraine was never threatened, or had felt threatened. Their inclusion of the relevant evidence supports the claim of Impeachable offenses, need to call witnesses, cross-examine, find for removal from office.
