They think the worst thing that can happen to them is getting caught, which, alas, works against them in a nation built to avoid lunatic governments from harassing taxpayers and getting in their faces about everything with an emphasis on character assassination at all costs over truth and loyalty to their fellow Americans. I never did understand what the premise is for chaotic behavior ruling rather than solid caring for each state being represented as equals.
