What's the policy on username-changing?

I keep seeing more and more members who I've never seen before, with signup dates from years ago and thousands of posts. The latest one I've noticed is BlackAsCoal: signed up in 2008, with over 2000 posts. There just no way I've never run into any of these folks in a thread before, so they must have changed their username.

• Are we allowed to change our username?
• Are we allowed to know who these members were before?

We grant username changes at our discretion on a case-by-case basis. If you would like to change your screenname, PM cereal_killer and make your case.

As for your other question, the answer is no - but in most cases, it's not hard to figure out.
