What's the line between a street gang, and police problem, and terrorist and military problem?

If ISIS was running through American streets the National Guard would be involved. But gangs as bad, and arguably worse like MS13 ARE running through US streets but are regarded as only a police problem. If MS13 announced a political agenda, would that make them terrorists? And is that really the only difference?
