You're right, the federal government has no responsibility for a federal minimum wage. That can be handled far more efficiently by the local governments. Yes, we need welfare and everyone able, must work or get training for a responsible job. Random drug testing is a good idea too. While few have been caught where it has been tried, those who would test positive, and know it, simply opt out of the program.
