SAN ANTONIO, Texas — The severed head of a Mexican investigator looking into the disappearance of an American has been delivered to authorities in Mexico, the sheriff on the Texas side of the border told NBC News on Tuesday.

Zapata County Sheriff Sigifredo Gonzalez is spearheading the investigation on the U.S. side.

David Hartley has not been seen since Sept. 30, when his wife says pirates on Falcon Lake opened fire on them from speedboats while they were returning from Mexico to the United States on Jet Skis.

She said her husband was shot in the head and that she managed to flee, under fire, to the Texas side of the lake formed from a dammed section of the Rio Grande.

On Monday, Texas Gov. Rick Perry said he's disheartened that the wife of a missing American who was reported shot by pirates on a Texas-Mexico border lake hasn't heard from U.S. federal officials.

This is the reason that Mexico should solve this crime. Mexico needs to gain control of their country from the cartel at any cost, they can't be intimidated...what kind of message is being sent? Your solution is just roll over and appease them? Your incredible in a very negative way.

I was under the impression the couple was in Mexican waters when this happened. How do you link this to illegal immigration?

I think be-headings might become a trend. There are more beheading in Mexico than their are the Middle East. A Phoenix man was beheaded about four years ago and a girl was beheaded in Florida. There have been lots and lots of maimings. The Mexicans traipse back and forth across the border with ease.
