Concealed carry holders are under no legal obligation to intervene in the event of a criminal act, but knowing how to increase your odds of surviving such an encounter is something we all should at least give some thought to, in my opinion.

The last item is particularly important. You don't want to survive a mass shooting event only to be shot and killed by the police because they mistakenly took you to be the shooter(s).

We have all heard the mantra “Run Hide Fight” when reviewing how a person is to respond during an active shooter event. However, in these trained responses there is little to no training made available to concealed carriers on what is appropriate action on their part during these overwhelmingly dangerous circumstances. The purpose of this article is to assist concealed carriers (without law enforcement or professional training) by providing guidelines of appropriate and inappropriate responses to keep both themselves and those around them safe.
First and foremost, thank you for taking on the responsibility of being a concealed carrier and shouldering the burdens that such a responsibility demands. It is a natural and universal reaction for everyone to want to feel like they can keep themselves and their loved ones safe, but for some of us that haven’t decided yet on becoming concealed carriers, it might be good to quickly review what such a decision means.

...if a CC happens upon another CC or the actual shooter, but don't know if it's the shooter, what should they do?
the shooter could say he's an innocent CC--then shoot the CC

...remember this CC guy in Tacoma--he put his weapon away...very weird ..then the shooter shot him.......??

Yes, I remember that incident. The CPL holder tried to talk to the shooter AFTER he had already opened fire on several individuals thereby drawing his gunfire.

If you are a civillian with no training who happens to be carrying duck and cover with everyone else unless you are being directly threatened. You are much more likely to make the situation worse than better. If the shooter is targeting you by all means, shoot back. Otherwise stay out of the way.

Judging by the conduct of the Police Officer assigned to the Florida school it seems that Cops are under no obligation to engage an active shooter either.

Policy will vary from department to department but, in many cases, they are not.

AAO procedure in many departments is still create a cordon and wait for special units to arrive.
