Her case has a certain logic to it. However, surely government entities that grant parole are not normally liable for the actions of parolees. Parolees cause damages to people all the time, often in fairly predictable ways (here's just one DOJ study: https://www.ncjrs.gov/pdffiles1/Digitization/104916NCJRS.pdf).
Presumably to win her case she will have to demonstrate that the probation department was negligent. The report cited in the CNN article only calls the supervision "poor" which may not be enough to win the lawsuit.
