It is the function of a well ordered society that ideas be discussed at length before we do stuff, and by and large, ideas that have the support of all sides are usually ways to mulct the taxpayer and distribute the spoils among the thieves relatively equal shares.
partisanship makes sure ideas get heard, and assemblies where the minority can prevent the majority from steamrollering them are places where better legislation comes out, as the minority can get its issues addressed.
The problem is not that we argue to much. Given the way legislation has worked these last four years, we don't argue enough. it is not good when everyone agrees and passes things against the taxpayer in the dark of night.
The reality is, most folks have very determined views. Views they feel very strongly about. It is their obligation to make sure the views are listened to and respected.
There is no partisanship in North Korea, Cuba, Syria, Iran, Burma.... Partisanship seems to be a strength rather than a weakness, and states that practice it are usually both economically wealthy and militarily strong.
