Raising taxes would barely begin to scratch our budget. Clinton had a balanced budget thanks largely to the Dot Com boom, not his tax rates. Also, our spending to gdp ratio is much higher now than in the Clinton years (thanks mostly to Bush), so the same tax rates wouldn't have nearly the same effect.
