What is China up to?

No it is more like the next Chinese conflict, each superpower needs a war to establish its dominance in its home region.

For example: the US used WWII to become a military superpower at the expense of the former colonial powers (the UK, France & many European powers that owned practically half of the globe).

China as a country with a huge population and a huge economy with a huge need for recourses. You just do the math and see that China will need something other than economic power to increase & protect their economical interests.

They have always expanded militarely (Tibet for example)

The expansion of Chinese recourse income will come at the cost of that of the European & US economy. Already the Chinese economy is driving the costs of raw materials

The next Chinese conflict may involve a strugle between the Chinese to get rid of the US dominance in the region.

For one thing the Chinese are already making interesting allies: Pakistan for example, together with pakistan China can dominate India as India has a hard time fighting a 2 front war.

The potential expansion of China in a way corresponds with the way Germany was before WWII: Germany had a position where its enemies were weakened (France the 2nd biggeste military superpower at the time was weakened by internal & economical struggles) and Germany was still a parasite state with restrictions that were obligated by the international community: restricions to its military capacity. China has a an international arms blockade against their country, they have exhausted most of the peaceful diplomatic prestige that they are able to get (Olympic games to show Chinese dominance much like the Olympic games of Germany were to promote the German dominance). But biggest factor is the fact that Germany was isolated, this is in a way the same problem for China: it is a very isolated nation in an age of US dominance. Especially in their home region: they are surrounded by pro Western Nations: Japan, South Korea, India and all the smaller nations that are shifing towards US aid (like Vietnam for example!)

It is a simple fact that certain Nations are just geograpichally blocking Chinese dominance and also having an impact on their pride, the biggest annoying thing is the Official Chinese goverment that installed itself in Taiwan being the last hold of the Chinese nation that was overrun by the Communist revolution by Mao. Having that government maintaning the status quo due to a non official agreement between US & China that keeps Tawain just out of reach from the Chinese grasp (even though they have thousands of missilies pointed at Taiwan & do regular amphibious trainings for potential invasions of Taiwan).

The shadowgame behind the curtains reveals much more than most of us are willing to see, like an accidental nuke delivary to Taiwan giving China a very clear message about potential options that Washington could give the Taiwan government if they Chinese are too agressive.

China is simply doing what we do, looking after her own interests. Even with all the increases in spending that you cite, the amount that China spends is no where near to what we have been spending for years. In fact, the US spends nearly 40 percent of all military expenditures for the world itself, whereas China is around 9 percent.

Perhaps the question should be phrased in another way, such as, "What is the USA up to?"

Not really, America is not the Nation changing the balanance of power. It is China that is changing the balance of power.

Yes the US is probably one of the most or the most military agressive major power on the world map (going from one war to another), but the US is not really known to be subtle. Especially with wikileaks and nasaleaks nowadays ...

If the question would have been "What is the US up to?" the answer is pretty easy: look at US elections and its results, politicians already say what they will do during their presidency in their campaigns (bomb bomb iran or retreat from iraq or ...)

What is at stake? US dominance in Asia, China being the nation that is looking to remove the US.

Even a possible limited war between Nations allied by the US like Japan & South Korea or friendly nations like India and most importantly: Taiwan.
