What if terrorists kill 100 congressmen?

I think I agree with NewGuy here. The Constitution already allows for vacancies in the Congress - it instructs Governors to issues writs of election, on their time schedule.

Obviously, in a catastrophic loss of Congressmen, the governors would be under extreme pressure to hold immediate elections. I can't imagine that any governor would sit there and do nothing.

Bad bill, IMO.
