Can you cite the portion of the ACA that gave the Executive Branch that power?

The better question is can you cite the portion of the US Constitution that gives the Executive Branch that power? Congress writes the laws, the President enforces them. He doesn't have the power to unilaterally exempt portions he doesn't like. And for a law that is his signature piece....
He thinks he can pick and choose what to enforce and what not to enforce. To his credit, he knows he can get away with it because nobody wants to be labeled a racist for opposing him.

Ha,ha, then I guess the GOP in Congress must be racist? They seem to have no trouble opposing him on a daily basis.

The last government shutdown was the 21-day shutdown from Dec. 1995-Jan. 1996 and while there is still discussion over who won or lost politically over it the prevailing view is that it went badly for Republicans. Voters at the time blamed them and not Bill Clinton, and the GOP held its House majority afterward but lost the presidential race in a landslide.

So what's so wrong with it this time?

Because the surplus didn't provide the surplus, it was Clinton's policies and tax plans that did it.

Shutting down the government not only costs people their job while they are furloughed, but it also costs the GOVERNMENT millions of dollar/day. Current estimate is around 200 million/day.

So, not only is the GOP costing the country jobs, it's also adding to the debt by shutting down the government.

Didn't the GOP campaign on "jobs, jobs, jobs" and reducing the deficit? They sure have an odd way of keeping their promises.

The FACT that the balanced budget demand by the GOP was only met by Bill Clinton AFTER a 22 day government shut down is not open to interpretation.

Clinton had no interest in balancing the budget, it was the Republicans under Newt Gingrich's leadership who were responsible for it.
