Sort of stupid. If the owner wants to raise prices for his joint, that's his prerogative.

However, giving diners all this information, and adding a surcharge at the end, seems like a way just to b.s. the diners

If the minimum pay has been raised for the waiter and this causes economic problems to the owner, then the solution is very simple, stop giving tips to the waiter and give them to the owner instead.

See? to us, the ones who really know how to solve problems... nobody is calling us...
