The technique would involve spraying large amounts of sulfate particles into the Earth’s lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.

Two things come to mind.

One is the category of conspiracy theories pertaining to “chemtrails”. There's really not much to be said about that, here.

The other is the “nuclear winter” theory of a few decades ago. The theory was that even a minor exchange of nuclear weapons might put enough crap into the atmosphere to block enough sunlight, to cause a catastrophic global cooling of the climate. The article cited in the OP echoes a thought that I've had a few times, that if one assumes that the “global warming” hoax is true, and if one also assumes that the “nuclear winter” theory is true, that perhaps a mild version of the latter effect could be created in order to mitigate the former effect.
