Apparently the fact that Bin Laden's gang were already in the US and in the process of executing the plan before he was elected is not relevant? Bush never publicly admitted using illegal drugs, though he did admit to abusing alcohol:

To my mind, Bush did tacitly admit using cocaine when he said that he hadn't used illegal drugs in recent years, and when a campaign aide (Bush dodges cocaine claims as campaign hots up - World News - Independent.ie) referred to unspecified mistakes in his past.
