The real unemployment rate is 9.9% when adding those working part-time because they can’t find full-time jobs.
Jennifer and Amanda are both waitresses. Jennifer is a grad student and works part time at Shooters by choice. Amanda works at Shooters too, and would prefer to work full time, but business has been slow and and the boss won't bump up her hours.

So...two people, same job, same place, working same shifts, same pay, and you're telling me that Jennifer is employed and Amanda is unemployed. That makes sense to you?

Note that BLS does not refer to the U-6 (currently 9.9%) as an unemployment rate but an underutilization rate.
