It's actually the underfunded Park Service.
 
built in 1962 and on the water--it's not surprising there are cracks/etc...they'll repair it ''fast'' ....even though it's free to go
"There is a brow or an edge where the visitor ramp meets the memorial, and at that point, there's been some fissures located on the exterior
this doesn't sound like a major issue at all

....I was there for 4 years and only went to the museum area that is near the memorial ....and reading about WW2 was my major pastime!....in fact, I have 2 books on the attack right now
..but it was nice waking up on my first morning there at Pearl Harbor Marine Barracks
...a sunny day in ''paradise'' ---the first thing I thought about was the Dec 7 attack

it's not like they inspect bridges/roads/etc on a daily basis
it was still safe--not a major issue
 
What's the problem? Is the monument resting on the ship? The hulk has been leaking oil for seventy years.
that would be structurally unsound .....probably your standard cracks that structures get
 
The USS Arizona has been sitting in salt water for 70 years and nobody should be surprised that it is no longer in the same condition as when it was sunk.
