YES! Repeal the 48 hour rule and return everyone to the rep system. Neg rep is already half as powerful as + rep. Making it so you can only neg every 48 hours makes negs less than 1/4 the power.

The trouble with letting some people bypass this item makes them say and do things as if they will never have to account for it to other board members. The option has been overplayed.
