Laws are passed by Congress by both the House and Senate.

I think you are better making a comparison to Parties.
Each Party gets to nominate a Presidential candidate no matter what size their
party membership or base is. Is this what you mean???

Similar to pageants, they don't televise ALL the contestants,
only the top ones that make it to the very very final rounds.
