That's not what that chart says. The chart says that if you make 400% of poverty line, the most you can be charged for insurance premiums is 9.5% of your salary.

Raising the percentage of a person's income they need to spend on premiums in the exchange before they get any federal premium assistance lowers the feds' financial commitment. That is, it reduces the amount the government spends on premium assistance, at the expense of people under 400% FPL buying insurance through an exchange.

I could see certain conservative elements pursuing that.

The subsidies are competitively bid, i.e. they're set by market forces. They're tagged only to the price of the second cheapest silver plan (70% actuarial value). Only for that plan--and plans of lower actuarial value that presumably have lower premiums--does the subsidy pay the full freight above the individual contribution you posted in the OP.

That is, just as if individuals were paying the entire premium themselves there is an inherent bias in the market toward less expensive plans because the least expensive plans remain the least expensive choice for the individual.

It's still not clear you're getting what those numbers in the OP represent. They indicate the relative contributions of a subsidy-eligible individual buying insurance in an exchange (which most Americans won't be doing) and the federal government toward that second cheapest silver plan. Varying the relative contributions between citizen and government doesn't necessarily change the total premium being paid to an insurance company.

the fact is, every working person and employer is going to pay a big expense for invented health insurance premiums.

Illegals aren't eligible for the subsidies this thread is about. Indeed, they're even forbidden from buying insurance in the exchanges entirely with their own money.
 
Would anyone pay $3000 a year for medical insurance that provided coverage 24/7 no matter what no matter where?

in the currect bill ,illegals are exempt from having to purchase health insurance, which means they're going directly on public assistance.
....which means the other half of Mexico is going to be up here, and you're going to pay for it.


...and just a side note, for you people who listen to BS,
according to the author/promoter of the bill, the 2% of people of Massachusetts who are not paying into the health care plan , are NOT going to have full coverage.
