Why is it doubtful? Cigna Healthspring was not allowed to sell Medicare Advantage plans for a year and a half, just coming off sanctions July 1 because of infractions which were many.

CMS, centers for Medicare and Medicaid will decide whether they are sanctioned not state auditors. It took them a few years to sanction other companies, so I'll wait.

BTW whistleblowers have a political agenda and bring these lawsuits to profit financially. They do not care about the Medicaid/Medicare recipient in the least.
