Would you speak up or try to speak reason with someone from the flight crew in a situation like this

No reason for the owner to be really scared. People check the overheads all the time.
This is true, generally once the Seat Belt sign goes off many will go into their bags to pull out items that they couldn't fit underneath the seat.

I fly almost weekly. I cannot imagine why she would not take the time to check on the dog. It's not hard to do. I think the airline screwed up, but I also think the owner was a tad negligent as well.
 
Passengers could have thought the dog would be okay, assuming that if this is what the stewardess wanted, it's safe.

Passengers know if they do anything more than peep in disapproval and plane stuff, they'll be kicked off the plane.

The dumb b1tch shouldn't have brought the dog on the plane in the first place. In the second place, she should have deplaned rather than allowed her dog to be put in a the overhead compartment. The dumb b1tch didn't care about that dog.
