There is no form for official presidential communications. There never needed to be one before because the men who have held the office were serious enough to know that whatever they said was going to be taken seriously. It is remarkable though...when Obama had his "I will have more flexibility" open mike "gaffe"....couldn't he have just said that was not a "formal statement" and doesn't count as a result? Or when he said "You can keep your doctor"....
