GAZA, (PIC)-- A UN report has affirmed that Israel's blockade on the impoverished Gaza Strip is illegal and demanded an immediate end to it.

This came in the 43rd report that was submitted to the UN general assembly during its 66th session by the special committee that is commissioned to probe and report about Israel's violations against the Palestinians in the occupied territories.

The report mentioned at length the blockade imposed by Israel on Gaza and its impacts on education, health, housing, employment and human development.

It condemned Israel's actions against Gaza as mass punishment against civilians, and a violation of the international humanitarian law, adding that Israel also violated its obligations under international law of human rights.

I am making available here my latest report to the UNGA in my role as Special Rapporteur on Occupied Palestine. Because of translation requirements within the UN the early deadline for submission of the text means that recent developments are omitted, including the issuance of the Palmer Report on the flotilla incident of 31 May 2010, the statehood bid put forward by the PLO/PA in the historic speech of Mahmoud Abbas on 23 September 2011, and the very recent prisoner exchange that freed over 1000 Palestinians and the Israeli soldier, Gilad Shalit, but has left over 5,000 Palestinians in captivity. These issues are dealt with briefly in my oral presentation to the Third Committee of the General Assembly on 20 October 2011, and I will put here an edited version of that text in a few days.

ii. The fundamental principle of the freedom of navigation on the high seas is subject to only certain limited exceptions under international law. Israel faces a real threat to its security from militant groups in Gaza. The naval blockade was imposed as a legitimate security measure in order to prevent weapons from entering Gaza by sea and its implementation complied with the requirements of international law.

iv. Although people are entitled to express their political views, the flotilla acted
recklessly in attempting to breach the naval blockade. The majority of the flotilla participants had no violent intentions, but there exist serious questions about the conduct, true nature and objectives of the flotilla organizers, particularly IHH. The actions of the flotilla needlessly carried the potential for escalation.

vii. Israeli Defense Forces personnel faced significant, organized and violent resistance from a group of passengers when they boarded the Mavi Marmara requiring them to use force for their own protection. Three soldiers were captured, mistreated, and placed at risk by those passengers. Several others were wounded.

Earlier this week, Israeli media reported Apple was in advanced talks to buy Anobit, an Israeli maker of flash storage technology, for $400-$500 million

It is so sad and frustrating to see APPLE investing in Israel, while we as Arabs are not able to attract these investments to our countries! I don’t know what our leaders are doing to create proper environment for such investments!

I would prefer seeing APPLE as well as MICROSOFT having their R&D in Lebanon or any other Arab Country instead of being in ISRAEL!

WISH THE ARAB LEADERS WILL WAKE UP AND CARE FOR DEVELOPING THEIR COUNTRIES AND SOCIETIES INSTEAD OF APPLYING DICTATORSHIP AND KILL THEIR PEOPLE!

Sir Geoffrey Winston Russell Palmer

Sir Geoffrey Winston Russell Palmer, KCMG, AC, SC (born 21 April 1942), served as the 33rd Prime Minister of New Zealand from August 1989 until September 1990, leading the Fourth Labour Government. He was responsible for considerable reforms of the country's legal and constitutional framework, such as the creation of the Constitution Act 1986, New Zealand Bill of Rights, Imperial Laws Application Act and the State Sector Act.

Palmer later went on to serve as Professor of Law at Victoria University again. He also held a position as Professor of Law at the University of Iowa, and worked for a time as a law consultant. The MMP system which he had helped promote was adopted in a 1993 referendum. In 1994, he established Chen Palmer & Partners, a specialist public law firm he began with Wellington lawyer Mai Chen. In December 2002, Palmer was appointed to be New Zealand's representative to the International Whaling Commission (IWC). Palmer continued his involvement with, and teaching at Victoria University of Wellington and was regularly engaged as an expert consultant on public and constitutional law issues. His son Matthew Palmer is also a prominent legal academic and public servant.

Palmer is a member of Her Majesty's Privy Council. He was created a Knight Commander of the Most Distinguished Order of St Michael and St George in 1991 and made an Honorary Companion of the Order of Australia in the same year. In 1991 he was listed on the United Nations Global 500 Roll of Honour for his work on environmental issues. These included reforming resource management law. Geoffrey Palmer has also sat as a Judge ad hoc on the International Court of Justice in 1995. He holds honorary doctorates from three universities. In 2008 Palmer was one of the first people appointed as Senior Counsel during the temporary change from Queen's Counsel in the Helen Clark Government.
