Ever drive up to an ATM for your passenger?
It's not easy but you can do it.
Don't forget, if a bank is located next to a housing area, there may be blind people who walk to the ATM for cash.
But.................the more likely reason is that those machines are mass produced. And, separating machines that are going to be used by sighted only people from machines accessible to both is more expensive than just making them all the same. Retooling for buttons costs money.

Like I said......................ATM's are mass produced, and to make separate buttons without braille for drive up ATM's, and with braille for all the others would not only be a headache, but it also would be more expensive to make 2 different kinds of buttons for the machine.
So.....................they mass produce them for both sighted and non sighted people and don't have to worry about it. Not only that, but it would be cheaper as well.

That was not a bad idea.
