Actually I had similar ideas and am willing to take Trump up on the challenge of setting this up:
Offer to create jobs for Vets under
Clinton, Sanders and Stein, Cruz and Rubio, Johnson and Libertarians Greens
and other political parties,
to set up 4-5 city states along the border to create enough jobs
to solve the immigration issue while serving and representing
the diversity populations and demands for restitution from each border State affected
by trafficking crimes. Restitution to victims and taxpayers can be collected as real
penalties or labor, or as credits to taxpayers, and invested in building
mlitary bases and prisons, teaching hospitals, production facilities
and campus housing/jobs/programs
to train interns in social services and public health in order to create regions of
legal residency and opportunities for the populations in need (from workers
to Vets, immigrants and crime victims, and anyone else who wants to participate).

Trump can negotiate with Mexico how to set aside land for this,
which can be claimed as the legal residence for an estimated
12 to 20 million nationals from Mexico living and working in the US
undocumented. All such nationals can be required to register
in this campus work-study program, choose a sponsoring
school or party to apply or enroll under, and create jobs for
other candidates or leaders who want to prove they can lead
and govern a town, state or international program where
applicants can receive legal dual citizenship so their families
aren't divided but can operate in safe communities along the border.

Trump can work out deals with other party leaders so everyone benefits
and is represented by their own party programs without conflict.
If people don't agree on a policy, then set up separate townships
under separate rules and figure out how to secure and fund them separately
as part of the legal challenge where no taxpayers are forced to pay
