The abusers could be found guilty under federal laws as well as state laws. Double jeopardy does not apply.

When Michael Vick was released after serving his state sentence, the feds would be at the door to arrest him on the federal charges.

That isn't really how it works. Some things were made Federal crimes because a state refused to pursue charges. Like civil rights violations.

While legally possible it is rarely done where one is convicted in state court and then Federal.

I don't know why everyone is so glad that he has gave animals their rights. While our rights are being taken away. The left is leaving a little meat on the bone to make it look like he is doing something. Animals are being treated better than their masters.
But then again, maybe he is doing this to stop the satanic cults from sacrificing animals in their rituals. I don't know why they uses domesticated pets as a sacrifice, while there are plenty of rodents roaming around freely.
