hmmmm...good tactic, hope the strategy is correct long-term.
There're already accusations from both Hamas and PA towards each other against the treason of signing any deal with Israel. Works like a clock.

Exactly. Only two things can happen. The Arabs take the carrot. Or they refuse the carrot. The constant refusal of carrots is answer enough of their intent. But there are some who haven't quite caught on to that yet.

Do You believe it's a routine task to solve the mess?
Carrots and Sticks work well when the task is mechanical, and one needs better results, as in factory. Daniel Pink suggest that if a task is not routine the motivation towards it lies through Autonomy, Mastery and Purpose. Sounds too big and vague, but it's actually pretty simple. He also describes situations when Carrots and Sticks have a tendency to lower the motivation.
