The difference is Trump is strategically putting pressure on the EU and other NATO allies to step up. It's not like it used to be. We are now pretty much energy independent, don't need to pander to the factions of the middle east for oil. That leverage now falls on Europe's shoulders.

This successful changing of the dynamics would've never happened if Obamakov got his way. He tried to stop American oil producers but failed miserably. Iran lost its leverage.
