No, they don't. You are the one living in a bubble. The USS Kearsarge with all that equipment was on the scene and it wasn't enough. There is no city in America that can match the assets of a Marine Expeditionary Task Force such as the USS Kearsarge, and this ignores the fact that a cities or regions assets are compromised during the disaster event.
Your thesis is so dopey it is pathetic. What city in America has heavy lift helicopters? Which ones have portable bridges? Which city is capable of getting electric up and running without calling in teams or workers who show up with their own equipment from across the country?
