Mr. Tillerson, is trying very hard to be a good Secretary of State, sadly whenever he tries to negotiate with the heads of other countries on everything from trade, immigration, national security or anything else, Donald Trump publicly contradicts him, and destroys any credibility he had. Other countries don't know who to believe, and they don't know if America plans to live up to its agreements or not. This has left Mr. Tillerson in an impossible situation. The American President and Secretary need to speak with one voice, this little game that President Trump is playing might amuse him, but it creates dangerous situations in a number of areas.

At this point it is true. Tillerson is nothing more than a figurehead. Trump doesn't listen to him. Take for example Trump tweeting that Tillerson talking to North Korea is a waste of time.
