There is no evidence Obama ordered wiretapping of trump tower. However, considering the recent indictments of Manafort, its certainly was justified to tap is foreign communications. But it just so happens that Manafort was living in trump tower.
Legal experts explain it.

So in summary, simultaneously Obama wasnt doing enough to stop russian influence, yet he was also illegally wiretapping trump tower. Great argument there.
