Some leaks are motivated by the leaker's desire to hurt someone. Other leaks are motivated by wanting to prevent someone in power from hiding something he wants to hide that shouldn't be hidden. I suspect most leaks mix both motives.

As I understood it, Comey's Nov Surprise derailing Hillary's campaign was prompted by his learning some in the FBI were going to leak the fact that more emails were found on the Wiener's computer. That leak was more aimed at hurting Comey and Clinton because some in the FBI were adamant that she should have been charged with disclosing secret materials. Don't get me wrong; I think Hill is as bent as a thrice used nail, but everyone knew that.

Mark Felt was motivated by not wanting Nixon to get away with obstruction, as well as being pissed Nixon passed him over for the FBI director's job.
