if you are talking about the border wall, the US taxpayers were always going to pay for it, under Bush, Clinton, Obama, or Trump. All trump said was the Mexico would end up paying for it, not by sending us a check or a pallet of pesos, but through improved trade practices that will result in more revenue to the federal government (to pay for a wall, your foodstamps, my SS, your Medicaid, and everything else that the govt pays for.
Surely you recall the crowds replying with "the US taxpayers are going to pay for it and hope that future taxes on Americans will cover it"

Whether that is feasible IDK but currently the deficit with Mexico ~$60Bn if we can get it down to $30Bn then Mexico would have effectively paid for the Wall. That was his plan.
This makes no sense. The trade deficit between countries is not between the two governments but between private individuals and private companies.
A smaller trade deficit does not mean a single extra dime in the government coffers.

I am not. If he forces Mexico to buy goods from US companies vs. companies in say France or Germany for arguments sake then those companies will see a spike in demand, revenues and profits. They will hire more workers and hence generate more tax revenue for the Gov't. Unless you believe that more profits equal less taxes.

Tariffs have been used wherever a foreign country tries to sell its products in the USA at prices lower than a US company can sell for.
Its about protecting US jobs and companies in the USA. Why is that a bad thing to do?
It is not a bad thing if you prefer your government to pick the winners and losers instead of the free market.
It works wonderfully in China since they have a Socialist Market Economy.
Personally, I am one of those weird ones that prefer the private market to make these choices vice the government. But then again I am not a statist like you.
If the free market was totally open on a world wide basis, then workers in the US would see their pay reduced to $5/day or less in order to compete with Chinese child labor. OR, American companies would close and everything would be made in china. How exactly would that help americans? We cannot compete with most of the world on an hourly rate basis, everyone knows that. Tariffs keep America on an equal footing, but like most liberals, you seem to want this country to fail. I don't understand that.

The agency does not have to use the money that has been allocated. Yes, they are limited in how they can spend it, but there is no law saying they have to spend it all. The State Dept could refuse to send the foreign aide, they can up the price of visas and the rest.
