Well if you swung your arm in space the energy would be immediatley used and none would be expelled but thats about it and thats only if your wearing a suit otherwise heat would go out.
 
There is a theory of a 'butterfly effect' based on the premise that a butterfly flapping its wings in the Andes will affect the weather in San Francisco. The theory is that this is a truth whether or not we can utilize that tiny a variable.

But if you buy the 'butterfly effect' then one must conclude that nothing happens on Earth that does not afffect or have consequence for something else on Earth and, based on the science we currently have, that would be true in all of the universe.

However, does something that happens on Earth affect Venus or Mars or Alpha Centori? That I don't know, but I surmise that some consequences will be limited.

The movement on the arm is the consequence of the twitching muscles. The force would also try to move the rest of your body (this is where inertia comes into play)
