They are not allowed to open carry for the most part unless they are in the IDF. Apparently their gun licensing requirements for a permit are fairly strict but they have loosened them some since the attack.

And this is why Israelis always beat these guys in combat. Arabs whine about U.S. funding but it really comes down to, these PLO and others in the region, can only manage to field a bunch of thugs with no heart or real training. They are good at brutalizing, but when they face a well trained unit or even just one person like this, they get exposed
