However if that’s why you think Eisenhower was the best Republican President you have limitations to your reasoning factors. There are quite a few Republicans who lead the line ahead of Ike.

"Negative Liberties" is the term used to define government's role over it's citizens. A concept that small government conservatives should be applauding.

The Constitution is very clear about torture..and it's obvious that President George W. Bush violated it.
