Last year, Pennsylvania Senate Majority Leader Dominic Pileggi (R) was one of the leading proponents of a plan to rig the Electoral College for Mitt Romney by allocating the state’s electoral votes by congressional district rather than awarding them to the overall winner of the state. Had Pileggi’s election-rigging proposal been in effect last month, Romney would have likely received 13 of Pennsylvania’s 20 electoral votes, despite losing the state by more than 5 percentage points. The election rigging plan eventually died, however, due to concerns from House Republicans that it might cause the Obama campaign to shift resources to their districts and cost them their seats.

Ya know its already done in several states,and others have looked at this change moe than once,so sorry no big evil scheme.If they were to tweek the system ,proportional allocation would be good.

This isn't done in Any State for the Presidential election, that is a lie. The reason that this State wants to do it because Democratic Presidential candidates have won this State for well over the last 4 or 5 election cycles.

So yes this bullshit isn't going o pass the smell test, taking in the recent history of how they tried to change the laws to give Romney the win.

Actually, Nebraska and Maine allocate electoral votes that way. Obama won the district encompassing the Omaha area in '08.
