If I click on it, would that constitute a geiger sanction?

It's a pretty basic Geiger Counter as it only measures Counts Per Minute which is pretty useless as it is not giving you a measurement in either REMs or Sieverts, it is only good at measuring relative exposure rates.

Last night when I posted this link the numbers were something like 9.15 cpm now it's up to 15.50 is that bad?

15.5 is nearly twice 9.15 but it still doesn't tell you what you're measuring. Either way it is better to be where the count is 9 than 15.
