Of course, they don't want to. They launch attacks from structures that normally would be prohibited from attack by international law -- but by attacking from them, the structures lose their protected status.

From the official US standpoint, it wasn't Islamic Fundamentalism that was the "problem" during the 1950s, it was secular Arab nationalists, like Egypt's Nasser, who had the crazy idea Arab oil belonged to Arabs. Religious Fundamentalists in that part of the world were funded by the US and other western elites to ensure the Nationalists did not pose a long-term problem to western imperial interests.

What we got was Al Qaeda and Hamas and whatever comes next.
