Secondly, it's not 25%, it's 14%.

What do you consider the "real" unemployment rate? U3? U4? U5? U6?
The standard used is the U3, which is people who are looking for work, and not finding it.
U4 adds so called "discouraged" workers who've stopped looking.
U5? People who claim to "want work", but haven't been looking at all.
U6? Adds people who work part-time, but want more hours.
What do you think is the "real" unemployment?
