Here are the problems.

LAPD will not impound the cars of a driver that does not have a license. If the stop is on a freeway, within Los Angeles, that's the highway patrol and the car will be impounded. If you have ever been to Los Angeles, you know that the city limits can be crossed in the middle of a block. All surrounding cities do not have this policy. Cars will be impounded. Now, suppose the city keeps the illegals off the freeways and within the city limits at all times. The police stop Jose for driving unsafely and he has no driver's license. The car will not be impounded, but if Jose then gets into an accident, the City is now eligible to be a named defendant because it didn't follow the STATE law!
