It's actually France by one, with Italy obviously being second...again! But, as the link below shows, France's comes from having several governments in quick succession following WWII before stabilizing. Italy comes from it being Italy; they're still resting on the laurels of the Roman Empire after it collapsed over 1500 years ago. How long will you Italians keep milking that same tired old goat?

We began by looking at Italy’s government since 1946, and, by way of comparison, studying the UK, Germany and France, too.

To our surprise, France has actually had more governments than Italy.

However, much of this was linked to the post-war period. France had 27 governments in the 13 years up to the founding of the Fifth Republic, or one every 5.7 months, compared with a new administration every 17.5 months from 1959 onwards.

For each country we counted from January 1, 1946, except Germany, for whom we started in January 1949, at the start of the Federal Republic.

To be fair to Fanger, an occupying Army is not innocent. The German occupation forces in Europe were not innocent, for example.

Resistance in the form of attacking the occupation forces is not terrorism. The French Resistance were not considered terrorists when they attacked (and killed) German soldiers.

Killing unarmed civilians is another matter. That applies equally to the Palestinians and the Israelis, and the Israelis have killed far more unarmed Palestinian civilians than vice versa.

I would like to see you prove that statement.

1,138 — Number of Israelis killed by Palestinians since 2000.

8:1 — Ratio of Palestinian-Israeli deaths since 2000.
