... is an overblown bureaucracy that has surpassed its intended design, checks and limits.
This is due in part to the interference and manipulation of the political and legal process by
Corporate entities with unequal resources that are abused to
bypass govt limits and protections by claiming individual rights as persons
while exercising collective influence and authority that oppress individual representation and protection.

The problem can be fixed by all parties uniting to enforce Constitutional limits on federal govt,
agreeing to shift excess or unauthorized programs back to states, and divide taxes proportionally
per party willing to take over responsibility for each dept or program, where members can vote
where they agree to invest their tax dollars.

The Constitutionally authorized duties and functions of federal govt can remain,
funded by means that all taxpayers agree to, whether flat taxes, or income taxes,
or a combination apportioned by state or by party.

But the functions that AREN'T agreed to by all citizens because they
are extraconstitutional, can be transferred to people through their states or parties
depending on which groups agree to fund and manage them.

I hope you are including "nonprofit" corporate entities (e.g., labor unions) in your assessment. (That is what Citizens United was all about.)
