NJ decided that the schools were the problem. So they gave them a bajillion dollars and guess what? They are still shooting each other and failing the state test.

Its a cultural epidemic that can only be fixed by people within that community. If gangs, drugs, and out of wedlock birth are deemed an acceptable lifestyle, it will continue and spread like cancer. No amount of entitlements will change that. And I don't think outsiders really care. The politicians throw money at them to pretend they care and secretly pray they never move into their kids' schools.

A poor person in this Country living below the poverty line of $15,000 receives food stamps, housing, health care , Unearned Income Credit and other benefits that amounts to $43,000 per year. The average income of an American worker (not in Federal government jobs) is $40,000.

Don't cry to me about America's "poor".

Gee, I'd sure like to see a sourced link to those stats! Especially since a person living below the poverty line has a whole set of income eligible qualifications to meet before he gets a dime. Did you just make that up or did it come from one of those wonderfully reliable websites like FreeRepublic or WorldNetDaily? Or perhaps a Chart By Beck?
 
That's falsely linking correlation with causation. Many people have brought up reasons why those cities are the poor, which policies can't do much if there isn't an industry in the area of jobs. It doesn't account to people who may have been rich but then got poor, nor does it account for the fact that poor people maybe had gotten themselves out of poverty. Overall the results would show that these cities are and continue to be poor, but not on an individual case.

Indeed the important questions is why and how did they get that way?

What are the tax rates?
How hard is it to get a license?
What is the corruption level?
What is the quality of the local school district?
How well are property rights protected?
Is there lots of central planning done badly?
are there favored industries that get huge subsides at the expense of the rest of the tax base?
Was the city too dependent on a single industry recently? An industry that no longer exists?


There are all kinds of interesting questions. The thing is, voting Democrat usually results in high taxes, lousy schools, an indifferent or antagonistic bureaucracy, etc etc.

Many of these cities are famous for various of these issues. In Detroit, if a major company wants your house, you have no real recourse against eminent domain.
Syracuse is famous for being the city with the worst record of favored corporations, Detroit is another big offender.

To paraphrase Tolstoy, Happy Cities are all alike, unhappy cities are unhappy each in their own way.

Here's a good way we can fix urban/poor areas:

-End the War on Drugs.
-Promote school choice and make education competitive again.
-End unreasonable prohibition of gambling, prostitution, and guns.
-Create jobs using tax cuts and other incentives.
-Fix the health care crisis (these are areas where there ACTUALLY IS a crisis).
-Cut back the fed and give most of the social programs to the states to handle.
-Cut federal income taxes to a low flat easy rate.
-Eliminate "three strike" laws and mandatory sentencing.
-End the militarization of public schools.

Then compare that with a picture taken 30 - 40 - 50 years ago and the only thing you will notice is that the model of the car on blocks has changed.

the $43K a year for a poor person seems very bogus to me
How much do you pay in rent, food and health care monthly. Add on to that about $6,000 - $7,000 for a tax "refund" check the government gives them at the end of the year.
