While a short list: OR, WA, NM,MN and PA ; there are some Blue states that seem unlikely to lose their tax base rapidly nor do they have severe unfunded liabilities. So what are they doing right that other Blue states don't?

What makes one count as a blue state?

Having predominately democratic governors over the last 100 years?

Which ones are which? All except PA are low population states, some have a lot of mineral wealth, some have high taxes to cover high spending, and some have lower 'minority' populations to pay for than others.
 
Portland and Seattle are being overrun with "homeless" people, while Minneapolis and Philadelphia have become gigantic ghettos. All of these cities depend on relatively conservative suburban dwellers to fund their follies. When they start to run out of "safe" places to live, there will be mass exodus. Retirees have already figured this out and are leaving in droves.

It seems California has more Republican Governors since 66 but has more Democratic Party Representatives.

For what its worth they voted for Nixon, Ford, Reagan and Bush1. The general swing seems to be more Democrat, my guess is the anti-hippie vote is dying off.

You want to call their problems Republican made, their old environmental regulations Republican, and their new policies Democrat?

How about we just analyze each issue on its own merits.

Business-unfriendly Minnesota has been hemorrhaging business to Iowa and South Dakota for years now....Every decade or so they have to come up with various tax bribes to keep 3M in St. Paul....They are being inexorably pushed to the margins of your "successful" list.

True. That is the case with all blue states to some extent. For example Gillum is under active state criminal investigation here in FL, an FBI investigation, he's to the left of Pol Pot and what will get him defeated is all the taxes he has proposed in his platform. While FDLE and/or the FBI might arrest him before the election, that is highly doubtful. Going blue when it comes to taxes is suicidal in FL.

While I agree with Oddball It's not just D idiocy. Entertainment venues, especially stadiums get subsidized out the wazoo everywhere while not producing net revenues.

Taxation itself is meddling in the free marketplace...The situation with 3M itself puts the lie to the "corporate capture" trope that economic ignoramus progressives live by...Fact remains that, given the choice, businesses (which are run by individuals) prefer to operate in places where this legalized looting is at its lowest possible rate.

California is concealing its mass exodus of tax paying citizens by counting illegal immigrants as equivalent replacements. That is why it is so opposed to asking citizenship questions in the next census.

Don’t include PA in the successful category, they tax out the ass on property, and do jack shit with it, but yet always are in a constant state of “road work” where they take 5 years to instal gaurdrails on 2 lane highways littered with pot holes, that they should be expanding into 4 lane highways at the very least. We might be the only state in the union with a highway going into the 4th largest city in the us, that is a 2 lane highway. Its absolute nonsense, they’ve been doing “bridgework” on a major bridge in my town for over a decade, whenever it was that the one bridge collapsed in Missouri, yea, they’re still working on that 2 lane bridge. I fucking hate this state.

What makes a state "successful?"

For most that would include:
Highest Avg/Mean Income
Best Educated
Best Medical Care

You seem to have a very narrow, or no real standard.
