It is way too early to discuss the Obama legacy.

Bush's legacy is still barely evolving, 10 years after being elected. We can safely say that Bush's legacy will most likely be very negative. possibly the worst President ever. But that will not be soliidified for decades.

2 years into the Bush administration there were very few indications of how bad he was.
