On the day Mark Kirk is sworn in as Illinois, new senator, a broad coalition asks for him to support the Dream Act.
Eight college presidents and politicians turned out to support the Dream Act this morning at the University of Illinois at Chicago.
The Dream Act is sponsored by Illinois other senator, Sen. Dick Durbin. It is supported by business, religious and educational groups that say it helps the country. The Dream Act would help young people get significantly better jobs. Supporters say that translates into greater earning power, more tax revenue, more consumer spending -- and less public money spent on health and social services. The U.S. Defense Department, they say, is eager to tap this pool of recruits.
Mayoral candidates Gery Chico and Miguel del Valle support the Dream Act.
The Dream Act would give those youngsters six years of conditional legal residency in which to attend college or enlist in the armed forces.
They would be eligible for federal loans and work study programs, but not for government education grants. After two years of college or military service, they could get a green card, which allows them to live and work here legally and apply for citizenship.
Only high school graduates (or GED holders) who qualify for college or military service would be eligible. Critics say less than 10 percent of immigrant youth will attend college, and many who do won't complete a bachelor's degree. Another criticism is the connection the Act has to the Military. Some say if they support the Act, they must support Military operations in Afghanistan and other places, unknown at this time.
The Development, Relief and Education for Alien Minors Act has been introduced and defeated several times since 2001.
Previous versions of The Dream Act did not include military service as a qualification, but did include vocational and other forms of continuing education, as well as community service.
